I think Bush envisions himself an old west vigilanty, and runs our government accordingly; meeding out his twisted form of justice around the world. And just as old west vigilantyism often aided those already holding the reigns of power, (Pinkertons, for one group of vigilanties, working for the powerful railroad barrons), Bush-style vigilantyism also serves the interests of the halls of power, in America, (Haliburton, Bechtel, GE, GM, Ford, Citibank, Chase-Manhatten, and other cronies of the Bush Mafia Inc.) But Dubya never did seem too bright, (remember his remark, right after 911, about sending the American fleet to the "shores" of Landlocked Afghanistan). Bush obviously spent about as much time on his geography studies as he did on his history studies, or his so-called military service, because he has Not learned vital history lessons, like why vigilantyism was Outlawed, and the vigilanties hunted down like dogs, by real authority=the people's authority, because people finally got fed up with the abuses, discriminations, and other evils of vigilantyism. The looting of world history, in Baghdad, while American troops stood by and laughed about it, is typical of the abuses of vigilantyism. And the fact that a Fox network engineer was arrested for bringing some of that stolen booty into America, is typical of the arrogance associated with vigilanty-style justice. The Fox engineer said, he was going to give his boss, Rupert Murdoch, some of the treasures.

So, i guess Bush and company are doomed to repeat history.
